concerning holding of the IX open tournament on rhythmic gymnastics
"Golden Autumn - 2016"
1. Purpose and objectives.
Competitions are held with the purpose of:
- development and popularization of rhythmic gymnastics;
- improving the skills of athletes;
- strengthening of friendly relations between Rivne and other regions of Ukraine, neighboring countries.
2. Dates and venue.
Competitions are held in a period from November 11 to November 13, 2016 in Rivne (Youth Sports School No. 4, 7a Fabrychna Str.). Arrival of teams and participants on November 11, 2016 till 12.00 PM.
3. Organization and management of the event.
General Management of Competitions is carried out by the Department of Family, Youth and Sport Affairs of the Rivne Regional State Administration, Department of the National Olympic Committee of Ukraine in Rivnenska region, Federation of Rhythmic Gymnastics of Ukraine in Rivnenska region, Department of Family, Youth and Sport Affairs of the Executive Committee of the Rivne City Council.
Direct holding of competitions shall provide main panel of judges approved by the Department of Family, Youth and Sport Affairs of the Rivne Regional State Administration.
4. Participants and program of competitions.
Competitions are attended by teams of Youth Sports Schools, sports clubs, cities, districts, regions of Ukraine and other countries by invitation.
Composition of teams is 8 people (6 gymnasts, 1 judge, 1 coach).

Program of Competitions
11 November 2016 - 12:00 Meeting of judges. The first day of competitions.
12 November 2016 - The second day of competitions. Beginning at 9.00 AM.
13 November 2016 - The third day of competitions. Beginning at 9.00 AM.
5. Implementation system. Identifying of winners.
Competitions are personal. The procedure will be determined at a meeting of judges after the arrival of the participants. Winners are determined according to the highest number of points.
6. Applications.

Roll-call applications for participation in competitions with the admission of the doctor for each athlete and certified by leaders and team coach, are submitted on the day of arrival to the main panel of judges.
On the day of arrival, participants submit to the main panel of judges 5 D cards for each athlete, except of athletes, who perform in the program of masters of sports.
Athletes, who perform in the program of masters of sports, till 1 November 2016 must send cards for all types of programs on e-mail: Ekaterynakosiuk@mail.ru. Gymnasts who will not send cards electronically within the specified time will not be admitted for the competitions.
Music for performances of athletes for all kinds of programs for all ages shall be sent till 8 November 2016 on e-mail: Ekaterynakosiuk.@mail.ru.
7. Rewarding.
Athletes who took the I, II, III places in each age category of separate group will be awarded with diplomas, medals, cups and prizes, and the athletes who took IV, V, VI places – with diplomas, medals and prizes.
All participants are awarded with souvenirs.
Winners of competitions (excluding group C) will be awarded with gold jewelry.
Athlete, which will take I place in the all-round on the program of Masters of Sports of Ukraine, gets a cash award in the amount of $1000.
8. Financing.
Payments for the compensation for meals of judges, awarding with medals, certificates, cups, purchase of stationery are at the expense of the Department on Affairs of family, youth and sport of Rivne regional state administration.
Provision of souvenirs is at the expense of the Department of National Olympic Committee of Ukraine in Rivne region.
The cost of purchasing of memorable gifts, souvenirs, gold jewelry, cash rewards - at the expense of sponsorship funds.
The costs associated with the participation of teams in the competition (travel, accommodation, meals, daily allowance) - at the expense of the sending organizations.
9. Safety during the competition. Preparation of sports facilities.
In accordance with the Decree of the Cabinet of Ministers of Ukraine of 18 December 1998 No.2025 "On preparation of sports facilities and other specially allotted places for holding of mass sports and cultural - entertainment events":
• preparation of sports facilities rests with their owners;
• control over the preparation of sports facilities and security in the holding of competitions shall implement main panel of judges.
The owner of the sports facility not less than four hours before the beginning of competitions is obliged to submit to the main panel of judges act on its readiness for the competition. Failure to comply with the requirements of this paragraph that have an emergency during the competition, leads to responsibility stipulated by the current legislation of Ukraine.
During competitions it is prohibited to place advertisements with political, alcohol and tobacco content.
This provision is an official call on competitions.
