It came back from two different sources (FIG and judge pool).
If a nation qualifies at least one gymnast to the top 15, that means it CANNOT qualify another for the test event, as the NOC already has a spot.
Seems to me that if there are no gymnasts in the top 15, the federation is able to qualify 2 to the test event, but only one of the two can qualify to the Olympics. INDIVIDUAL OLYMPIC QUALIFICATION (simplified) RULES • AA final 1-15 go straight to Rio (15 places) • AA next 22 - or 23 - gymnasts (based on qualification) go to the pre-Olympic test event to Rio. No country can send gymnasts to the test event if they already have a quota in the top 15. Best 6 go to the Olympics from here. (6) • Continental representation quotas (Danielle Prince will take one for Australia. One goes to Africa. I think a third one might not be needed - if this is the case, quota will be distributed at the test event. (3) Wildcard (1) Host slot (1)

An unanticipated contender, Aleksandra Soldatova (RUS) savoring Stuttgart opportunity
Unexpectedly thrown into the All-around race due to an injury to World champion Yana Kudryavtseva (RUS), rising star Aleksandra Soldatova (RUS) says she's just savoring the opportunity to gain competitive experience at the Stuttgart Rhythmic World Championships.
Soldatova, who performed with the Hoop and Ball as part of the gold medal-winning Russian team at the 2014 World Championships in Izmir (TUR), will perform with the Hoop, Clubs and Ribbon this week in Stuttgart. Doing three apparatus in the qualification round gives Soldatova a chance to qualify for the individual All-around final in Stuttgart, an opportunity she did not have last year in Turkey.
It also puts her in direct competition with more experienced teammates, reigning World All-around champion Yana Kudryavtseva and World silver medallist Margarita Mamun.
Not that she's thinking about it too much.
"I feel the same as in Izmir," the 17-year-old said after her podium training session in Stuttgart. "Of course there are some nerves. I feel responsibility to do well, and that I've made great strides in my performance quality. It's important in competition to do everything right. I'm not trying to be better or worse than usual, only to do everything correctly."
Born in Ufa, Russia, Soldatova followed her brother, an Artistic gymnast, to the gym. One day, thinking they were going to an Artistic Gymnastics hall, the family was surprised to find that they arrived at a girls-only Rhythmic Gymnastics gym. The coach explained that only girls trained at the gym, upon which Soldatova's mother stepped forward and said, "That's OK, I have a daughter too, you can take her!"
No matter what happens in Stuttgart, Soldatova says her focus is on improving her game. "I'm trying to keep an open spirit, and to be expressive but not too much. I would like to advance in a positive direction, competition by competition," she says. "Maybe in the future (at Worlds) I will be able to do four events!" The future could come sooner than she thinks.

6 questions with: Jana Berezko-Marggrander (GER)
Performing before a home crowd at the Rhythmic Gymnastics World Championships in Stuttgart, Jana Berezko-Marggrander (GER) is drawing strength from the support of family and friends as she attempts to qualify for her second Olympic Games.
We caught up with Russian-born Berezko-Marggrander in the Porsche Arena Tuesday following her performance with the Hoop.
Q: You say that you are not a morning person, so was it difficult for you to compete early on Monday?
Jana Berezko-Marggrander: "In competition it's different. I just think about the beautiful arena, my family and friends. They are here in the arena. That gives me strength. Then it doesn't matter if it's early morning, afternoon or in the evening."
Q: We could see when you entered the arena that you really wanted to do this now. Or were you just putting on a good show?
Berezko-Marggrander: "I am very happy to perform here. I am having fun and I want to show the public what I am capable of doing. I also want to work towards more recognition of the sport and our performances. There is so much to it and I want to show that to the public."
Q: Has this already changed in the run-up to the event?
Berezko-Marggrander: "Friends have told me that they have seen many posters in the city with my picture on it. For them it's of course great that the event is taking place in Stuttgart. I hope that after Worlds the sport will have come up a bit."
Q: How important would a successful Olympic qualification be for that?
Berezko-Marggrander: "This is really very important. But right now I'm not putting too much pressure on myself. I am focusing on the next two days and hope to qualify for the All-around final. When that is done, I will be thinking about the Olympic qualification. I will give everything I can in order to finish among the top 15."
Q: Have you left room to top up on Friday in the All-around final?
Berezko-Marggrander: "I am already giving 100 percent now. But if I will be competing on Friday together with the best in the world, this will give me even more energy and power. It will be very exciting."
Q: What do the Russians do differently that makes them so dominant in the sport?
Berezko-Marggrander: "I think maybe they practice differently. Every gymnast is different and the cooperation with the coaches must be optimised. The Russian gymnasts begin very early with competitive sport and sport is their absolute priority... Moreover, the bench for reserves is long. If someone gets injured, the next one is already there."

The finals in the all-around. September 11 at Porsche-Arena will perform best 24 gymnasts, high from 2 countries, the results of 3 the best gymnasts in the qualification (team championship). If the gymnast performs 4 exercises, worst rating clipped.
Финал в многоборье. 11 сентября на Порш-Арене выступят 24 лучшие гимнастки, максимум 2 от страны, по итогам 3 лучших оценок гимнасток в квалификации (командного первенства). В случае, если гимнастка выполняет 4 упражнения, то худшая оценка отсекается.
